The White House's 2014 Drug Control Policy on Alcohol and Substance Abuse

"The government's drug control policy now focusing on heroin and prescription painkiller abuse is five years late and will continue to fail if it does not substantially differ from past drug policy. Over the last five years High Watch has had a 50 percent increase in guests under the age of 25 who are addicted to opioids, the majority of them on heroin. And it is getting progressively worse.  If the new policy isn't substantially different, as indicated by the White House Office of National Drug Control Policy's Acting Director, then it will be more of the same and I fear the problem will continue to heighten."
