Healthcare Paper Applications Routed Through Website

Posted: Updated: is being taken offline in the early morning hours every day for repairs- and now we're learning paper applications won't be processed any sooner.

According to notes taken during administration meetings about the troubled website's rollout, all applications eventually go through the website.

A Congressional oversight committee made the notes public. The White House says it never intended people think the paper process was faster.

"The point was to relieve some of the frustration, that Americans were understandably experiencing," says White House spokesman Jay Carney.

Three years ago the White House got a memo from trusted health care consultant David Cutler that there would be problems with the launch of the Affordable Care Act website and those in charge of it were too inexperienced to make it work.

Some members of Congress are urging the White House to take down the website until all the bugs have been worked out.

The administration says people are still able to use it and it will be fixed by the end of the month.
