A man was arrested after two suspicious packages found at the Department of Motor Vehicles led to an evacuation in Carson City.

The fire department was handling a medical call at the DMV around 3:45 Tuesday afternoon. The Carson City Sheriff's Office says that's when a man created a commotion.

Carson City Sheriff's Office Detective David LeGros says 65-year-old Charles Leigh Self of Silver City was at the DMV and trying to get his motor home back. He was carrying two black garbage bags -- one of which was filled with paperwork.

"He brought his paperwork over here to speak to an employee, who is not present today," explained LeGros. "From that, he was quite upset the gentleman was not here to my understanding, and instead of just carrying the paperwork around he just left it there because he was going to come back."

The man left one bag in the DMV and the other outside by a bicycle rack. Deputies say the bag in the DMV was suspicious because witnesses say it smelled like burning electrical material or plastic. The DMV and the neighboring NHP headquarters were both evacuated.

The bomb squad arrived and with the help of robots, emptied out the bags. They were filled with paperwork and even more plastic bags.

There was nothing dangerous inside. Investigators have not yet determined what caused the strange odor.

Self was arrested on outstanding warrants related to traffic violations out of Reno.

There's no word on whether he will face charges related to the suspicious package incident.
